Do eco-labels equal standards?

No. They include criteria that go well beyond the scope of a standard in order to facilitate economic exchanges.
Eco-labels are based on specifications that may include sections referring to standards relating to the products or services involved, but these specifications always have a far broader base as they have to factor in environmental requirements throughout the entire life cycle of a given product or service.
This is why eco-labels are actually more stringent in terms of requirements, although they are not classed as standards.
