Any of the various stakeholders can ask for guidelines to be developed.
The request is submitted to the French Eco-labelling Committee:
If the Committee considers the development to have potential, an opportunity study is carried out in order to factor in:
- technical issues (based on life cycle considerations)
- economic issues (market research survey).
A workgroup with representatives of manufacturers and stakeholders is set up.
These workgroups discuss the criteria involved.
Once the draft guideline is ready, a market research survey is sent out to French Eco-labelling Committee members and all the stakeholders.
The survey results are assessed, and the French Eco-labelling Committee decides on a draft of the final guideline.
